When we navigate to manifest import page: 

https://satellite.example.com/subscriptions/manifest/import

it has a disclaimer : 

 The uploaded manifest contains subscriptions that require the use of virt-who. Learn how to configure and use this tool in the Virtual Instances Guide.

The Virtual Instance Guide points to https://access.redhat.com/documentation/en/red-hat-satellite/6.2/single/virtual-instances-guide/
