This is currently possibly in Satellite 6.2, and presumably newer. I have opened a RH support case to get the documentation updated to reflect this feature.  To use it; you simply comma separate the fact values in the 'order' box on the puppet smart class parameter page. This acts as an 'AND' operator. Once added in the order box, it appears in the matcher drop down; and values are specified using a comma as in the order box.
