Description of problem:
In 4.1 cluster compatibility level, firewalld is default firewall type, while 4.1 hosts do not support it.

How reproducible:
100%

Steps to Reproduce:
1. Create new DC and cluster
2. Set compatibility level to 4.1 on cluster
3. Check default firewall type

Actual results:
firewalld

Expected results:
iptables

firewalld support was introduced by the Infra team, moving the (surprising) bug to them.

So again firewalld doesn't depend on cluster level, but on VDSM version installed, more info in original bug
