Description of problem:
dcmtk-3.6.2 bumped its sonames from 4 to 12 all at once, and can't be installed with gtatool-dcmtk without --allowerasing or similar.

Version-Release number of selected component (if applicable):
gtatool-dcmtk-2.2.0-10.fc27.x86_64

Steps to Reproduce:
1. install dcmtk-e.6.1-4.fc24, gtatool-dcmtk-2.2.0-10.fc27
2. dnf upgrade
3. dnf upgrade --best --allowerasing

Actual results:
2. Problem: package gtatool-dcmtk-2.2.0-10.fc27.x86_64 required libdcmdata.so.r()(64bit), but none of the providers can be installed
- cannot install both dcmtk-3.6.2-1.fc27.x86_64 and dcmtk-3.6.1-4.fc24.x86_64
- cannot install both dcmtk-3.6.1-4.fc24.x86_64 and dcmtk-3.6.2-1.fc27.x86_64
- cannot install the best update candidate for package gtatool-dcmtk-2.2.0-10.fc27.x86_64
- cannot install the best update candidate for package dcmtk-3.6.1-4.fc24.x86_64

3. Upgrading:
dcmtk           x86_64   3.6.2-1.fc27
Removing dependent packages:
gtatool-dcmtk   x86_64   2.2.0-10.fc27

Expected results:
upgrade packages without erasing others

Additional info:
Checked out the repository, and it looks like dcmtk isn't getting this update in f26, and you've already taken care of gtatool in rawhide, so it just needs this for f27.

dcmtk soname bump ought to have been sent to devel list, but wasn't.

Typos: In results 2, it requires libdcmdata.so.4, not .so.r, of course. And in steps, of course dcmtk-3, not dcmtk-e. Seems my fingers weren't quite reaching that top row when I thought they were.
