Octavia composable roles deployment should be supported. We should support deployment with Octabia processes deployed on dedicated host which are not controller/networker/etc.
The need for this RFE is not clear at this time; the Octavia data plane is distributed to the Compute nodes by design, and we don't have data points that show concrete value in splitting out the control plane pieces. Will go ahead and close this RFE until such information will be made available.
