Due to changes in libnsl2 and libnsl2-devel package change build
options in this package please.

From libnsl2-1.2.0-1 there are following changes:

    - libraries have moved from %{_libdir}/nsl to %{_libdir}
    - header files have moved from %{_includedir}/nsl/rpcsvc
      to %{_includedir}/rpcsvc

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
Changing version to '28'.
