Description of problem:

I would like to request the ability to dynamically scale my app and reduce costs.  I have to set how much memory my account has then I can scale up to that amount, all the time  I will be billed for the amount I have selected. It would be much more appealing if I could set a maximum amount of ram I want to use and then when I need scale such as with peak usage my app can scale out. Then when in off-peak my app will scale down and so will my costs.  

Right now there is no point in scaling down as I might as well just use all the resources I'm paying for.

Consumption-based billing is not planned for OpenShift Online at this time.
