Description of problem:
It looks like obsoletes were not specified correctly in the wine packages that were just pushed to F27:

# dnf upgrade
Last metadata expiration check: 0:12:13 ago on Tue 20 Feb 2018 07:45:56 AM MST.
Dependencies resolved.

 Problem 1: package wine-fonts-3.1-2.fc27.noarch obsoletes wine-times-new-roman-fonts <= 3.1-2.fc27 provided by wine-times-new-roman-fonts-2.20-1.fc27.noarch
  - package wine-times-new-roman-fonts-system-2.20-1.fc27.noarch requires wine-times-new-roman-fonts = 2.20-1.fc27, but none of the providers can be installed
  - cannot install the best update candidate for package wine-arial-fonts-2.20-1.fc27.noarch
  - problem with installed package wine-times-new-roman-fonts-system-2.20-1.fc27.noarch
 Problem 2: package wine-times-new-roman-fonts-system-2.20-1.fc27.noarch requires wine-times-new-roman-fonts = 2.20-1.fc27, but none of the providers can be installed

Are times new roman and arial fonts no longer going to be packaged with wine?

They were part of the wine-staging patches. If you'd like to see them ask for them upstream.

That's one of the problems of carrying a 3rd-party series of patches. They should have been sent upstream.
