Description of problem:
Tracker for bugs encountered while scaling persistent volumes.

Although these bugs were encountered in different versions of OpenShift and caused different symptoms, they all occurred while scaling the number of persistent volumes in the cluster. The number of persistent volumes present in the bugs were well below the number of persistent volumes that is provided in our documentation as the cluster limit.
