As an admin, I can enable VDO on a per OSD or per cluster basis via Ansible.

The VDO module is now in Ansible (new in 2.5)

https://docs.ansible.com/ansible/devel/modules/vdo_module.html

This means that to take advantage of it, we would need to bump our Ansible requirement to 2.5, which might not be trivial since we aren't even testing it (we are testing up to 2.4)
