- I installed Fedora-Workstation-netinst-x86_64-28-20180302.n.0.iso in qemu.

- The installation was done in Japanese.

- I logged into Gnome

- I opened a gnome-terminal

- I selected ibus-kkc and typed some Japanese into the gnome-terminal

- Now I typed Alt+F2 to open the "enter command" dialog.

- ibus-kkc is still selected, I type something but the candidate list
appears at the cursor position in the gnome terminal, not at the
cursor position in the "enter command" dialog.

See screenshot.

I cannot reproduce this with gnome-shell-3.28.1-1 and mutter-3.28.1-1.
