Description of problem:
When LE failed to read the resource file(See Bug#154787), LE calls exit(3). any LEs doesn't have to call exit(3) because LE is working as a port of iiimd and it causes exiting iiimd immediately. LEs has to recover the error without calling such functions.

Steps to Reproduce:
1.run gedit with LANG=zh_CN.UTF-8
2.see what happens for iiimd.

allows us to reduce the likelihood of regressions between releases as well as to
benefit from features and fixes as development moves forward. Since this change
