After some investigation, it seems the issue is unrelated to fips mode, more likely it is a regression from https://projects.theforeman.org/issues/4463, will investigate further and update this bz

not sure that the bug still exists, it was reported 3 years ago, and no further info was provided also, centos provisioning isn't support by satellite
