Description of problem:
initscripts-8.10-1 installs /var/log/btmp with permissions that cause sshd to
complain.  Here's an extract from /var/log/secure:

May  4 16:49:57 localhost sshd[3130]: Excess permission or bad ownership on file

$ ls -l /var/log/btmp
-rw-rw-r--  1 root utmp 0 May  4 16:48 /var/log/btmp

How reproducible:

Steps to Reproduce:
1. Force sshd to log a routine error (e.g., $ ssh invaliduser@localhost)
Actual results:
See sshd message in /var/log/secure about "Excess permission or bad ownership on
file /var/log/btmp"

Expected results:
See only the routine error message (e.g., about the invalid login attempt).

Additional info:
sshd from openssh-server-4.0p1-2

chmod 0600 /var/log/btmp works around.
