Description of problem:
When creating a host on a compute resource using the API does create the VM, but does not start it. If provision_method = "image" it waits unitl a time-out because of ths.

This is the API call:

Steps to Reproduce:

Actual results:
Creates VM, does NOT start the VM, waits until a timeout occurs

Expected results:
Create VM, Starts VM, runs configured finish script and returns successful.

Notice the compute_attribute start:1. This does nothing.

Also, doing the ssame using the WEB UI does work. It creates _and_ starts the VM  and runs the finsish script to conclusion.

The Satellite Team is attempting to provide an accurate backlog of bugzilla requests which we feel will be resolved in the next few releases. We do not believe this bugzilla will meet that criteria, and have plans to close it out in 1 month.
