Built for rawhide. Do you need it on anything else (older versions)?

I guess there are other packages that can remove the restriction on s390.  I'd obviously lost track after getting it into Fedora to avoid the special case :-/.

I will create buildroot-override of SuperLU-5.2.1 on Fedora 28 and 27, hypre will require a rebuild also on these releases.
