benchtests/scripts/compare_bench.py, benchtests/scripts/import_bench.py, benchtests/scripts/validate_benchout.py use /usr/bin/python.  They are compatible with both Python 2 and Python 3, so /usr/bin/python is not inappropriate, but the Fedora preference is to make the choice explicit.

This should go into both rawhide and Fedora 28.
