Description of problem:
The systemd unit files kea-dhcp4.service and kea-dhcp6.service reference /etc/kea/kea.conf, but the package comes with /etc/kea/kea-dhcp4.conf and /etc/kea/kea-dhcp6.conf

Version-Release number of selected component (if applicable):
1.3.0-8.fc28

How reproducible:
3/3

Steps to Reproduce:
1. Boot fresh Fedora system
2. Install kea
3. systemctl start kea-dhcp4

Actual results:
Failure to start due to missing file

Expected results:
Start using kea-dhcp4.conf

kea-1.3.0-9.fc28 has been pushed to the Fedora 28 stable repository. If problems still persist, please make note of it in this bug report.

Uh, just a note: this upgrade broke my configuration. I have kea.conf, after upgrade kea-dhcp4 was restarted using plain kea-dhcp4.conf.
Such change should not be made in stable series, please do not do it in the future.
