Steps to Reproduce:
1. With a new account, browsing to https://manage.int.openshift.com/register/plan allows for the selection of a Fuse plan
2. Sign up for a Small Fuse plan

Actual results:
No longer able to select a Fuse plan on https://manage.int.openshift.com/register/plan

Expected results:
Should still be able to select a Fuse plan for remaining clusters on https://manage.int.openshift.com/register/plan

The fuse user can see the fuse plan if there is still available(not sign up) clusters. Verified the bug in INT.
