Description of problem:
For disconnected Satellites that use Inter-Satellite Sync to sync content it's important to have mirror on sync disabled for when customers export incrementally. In a few cases it's been far too easy to accidentally remove a large amount of pulp content when not checking that mirror on sync is disabled before syncing. Having an option to make Mirror on Sync no by default when repos are enabled would greatly reduce the potential headache of offline customers who sync in this way.

Mirror on Sync should of course always default to Yes. The main request here is to implement a more convenient way to set the parameter to No other then by editing each repo individually.
