I've fixed the plugin so that it will use either /var/log/messages, or journalctl depending on what the system has.

Dear Jakub, I'm sorry but we haven't made any progress on this so far. We needed to do additional work on our release pipeline for restraint, which is taking us longer as expected. Once that's done, this fix will be part of the release.
I wrote a small task which just intentionally exceeds its watchdog time limit, to trigger the local watchdog: https://gerrit.beaker-project.org/c/beaker-meta-tasks/+/6270 Ran it in a recipe using Fedora 28: https://beaker-devel.app.eng.bos.redhat.com/recipes/25405#task163511 Verified that the harness correctly handles local watchdog expiry: it doesn't get stuck in an infinite loop, it kills the task and collects some process info and journalctl output and then reboots. The recipe continues after that.
Restraint 0.1.36 was released on 24 August.
