Allow dracut module shipped with cryptsetup-reencrypt to decrypt (remove encryption) a disk. Both with detached header (introduced with cryptsetup-2.0.3) or via data shift.

This was found not feasible to implement for LUKS1 format without significantly update dracut init-phase or systemd early boot mechanics. Closing won't fix in RHEL7.
