Description of problem:
Compute-->Infrastructure Provider-->Choose provider. Any custom button created on the top screen throws this error message: 


"{"error":{"kind":"bad_request","message":"Invalid target_type infra_manager","klass":"Api::BadRequestError"}}"


We tested this on a 5.8 appliance and could not recreate this error through a custom button. 5.9 and upstream tests show the same error message generating.
