Description of problem:
A customer is using the referenced upstream patch to allow for SAML configuration with OSP Director. To avoid having to ask the customer to manually patch the puppet modules every time puppet-tripleo is updated, it would be nice to have this patch backported to OSP13 downstream.

This patch allows for a semi-automated deployment of SAML integration along with a custom Keystone container image and an enviornment file. The patch allows Puppet to configure Keystone endpoints with session persistence as directed in our federation documentation.

This patch appears to have made it into openstack-tripleo-heat-templates-8.0.4-20.el7ost.noarch and I confirmed it works with that package version.

Hey Andrew, I can see those patches made into puppet-tripleo-8.5.1-3.el7ost.noarch.rpm (available on the cdn).
