Description of problem: openstack overcloud ffwd-upgrade prepare deletes the /usr/libexec/os-apply-config/templates/etc/os-net-config/config.json file from overcloud nodes according to https://review.openstack.org/#/c/566336/7/tripleoclient/constants.py We should document that this file needs to be backed up on overcloud nodes before starting the upgrade and also mention it in the restore process(if the user attempts to bring the overcloud nodes to the point before upgrade).
