This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle. Changing version to '29'.
Looks like this was just a koji network blip on s390x?
I think it's a persistent failure: https://apps.fedoraproject.org/koschei/package/llvm3.9? I'd like to just retire it, but there still is a dep in Fedora.
