Anywhere we're passing integer IDs to the task_progress helper needs to be made into a string ID. This is caused by #17358 in addition to h-c-k using integers where they weren't supposed to be.

Going to close:nextrelease this one.  The upstream issue appears to be related to katello 3.8, which is a future release and the PR is tests only.  So, we should be able to pull these in as part of the normal release process for the next release.
