Description of problem:

During installation I chose to disable SELinux. The installer correctly put
SELINUX=disabled into /etc/selinux/config. But after installation I can see
error messages about "operation not permited" and after examining boot log I've
found that it didn't get disabled after all.

Version-Release number of selected component (if applicable):

kernel-2.6.11-1.1369_FC4

How reproducible:

Allways

Steps to Reproduce:
1. Put SELINUX=disabled into /etc/selinux/config
2. Reboot

Actual results:

SELinux started in permissive mode and didn't get disabled.

Expected results:

It should be disabled at runtime.
