/etc/sysconfig/cipe is wrong (too much cut'n'paste? ;).  There is no
dynamic allocation for IPADDR or PTPADDR if they're 0.0.0.0.  If IPADDR
isn't defined properly, cipe will just die at
startup.  It'll run if PTPADDR is 0.0.0.0 but that doesn't really make much
sense (and I don't think it'd work) because cipe is point-to-point by
design.

Perhaps it's better leave these commented.

This will be fixed in cipe-1.4-1 and later.
