As far as I'm aware, there is no viewvc written in python3. So, we'll need to keep this as is. Does that make sense?

Normally, one uses it behind a web server. For instance: http://svn.apache.org/viewvc If you've ever seen cgit, websvn or something similar, that is along the lines of what this tool does as well.
It hath /usr/lib/python2.7/site-packages/viewvc/bin/cgi with stuff there.
