Description of problem:

Added OSP10 (514 vms, 200 tenants, 200 images ..etc) with keystone v3 to CFME 5.9.4.7. Refresh seem to be taking more than 20 mins.

https://github.com/ManageIQ/manageiq-providers-openstack/pull/374 adds an option to parallelize the inventory collection process, speeding it up significantly. This is an improvement over the previous performance enhancement ("is_admin") which required the use of admin-only APIs.
