pkg-config --cflags mozilla-nss looks for mozilla-nspr which doesn't exist anymore

1. pkg-config --cflags mozilla-nss
Actual Results: Package mozilla-nspr was not found in the pkg-config search path.
Perhaps you should add the directory containing `mozilla-nspr.pc'
to the PKG_CONFIG_PATH environment variable
Package 'mozilla-nspr', required by 'NSS', not found
Seems the nss pkgconfig generation should take into account whether we built
with system nspr headers or not, will get this looked at.

Fixed in rawhide. Requires both nspr-4.6-4 and mozilla-1.7.8-6 to fix the issue.
