$ repoquery -q --whatprovides python2-jwt
$ repoquery -q --provides python-jwt
python-jwt = 1.5.3-1.el7

As you can see, python-jwt is not a multi-python-version package yet and thus has no python2-jwt provides.

Any word on this issue yet?  What has to be done to get it fixed?

At the time the python2-jwt requirement was added [0], python2-jwt existed in EPEL as a subpackage of python-jwt.  Shortly after, RHEL 7.5 was released and it included python-jwt, which meant that python-jwt (and its python2-jwt subpackage) had to be removed from EPEL [1].

This is fixed in distgit [2], and will be published soon.
