Description of problem:
hdparm tweaking is not present in initscripts & /etc/sysconfig/harddisks is useless

Version-Release number of selected component (if applicable):
initscripts-8.11.1-1

How reproducible:
after install and update, initscripts (rc.sysinit) have no ability to enter
hdparm values specified in /etc/sysconfig/harddisks

Steps to Reproduce:

Actual results:
no new hdparm values

Expected results:
ability to set readahead, etc.

Additional info:
easy fix: include hdparm script from FC3 initscripts
