Description of problem:

The x86_64 version os gaim does not have a /usr/lib*/pkgconfig/gaim.pc as the
i386 version of the package does.

Version-Release number of selected component (if applicable):

Gaim x86_64 version from https://rhn.redhat.com/errata/RHSA-2005-518.html

This may be the case for the RHEL4 version as well.

Please provide!!

I just checked both RHEL3 and RHEL4 packages, both contain the gaim.pc file. 
Are you sure?

rpm -qpl gaim-1.3.1-0.el3.1.i386.rpm |grep gaim.pc
/usr/lib/pkgconfig/gaim.pc
rpm -qpl gaim-1.3.1-0.el3.1.x86_64.rpm |grep gaim.pc
/usr/lib64/pkgconfig/gaim.pc
