I just wrote the owners of bleach's dependent packages to ask if anyone objects to me updating to bleach 3. Technically all of the backwards incompatible changes in the 3.0.0 release are in undocumented interfaces which nobody should be using:

If I don't hear any objections within a week, I plan to make the update in Rawhide only.

I do not see any obvious red flags in nbconvert github devel page.

I will also be able to test it if you can submit a PR.
