Description of problem:
Applying errata without gofer doesn't work


Version-Release number of selected component (if applicable): Sat 6.4


How reproducible:


Steps to Reproduce:
1. Follow steps from https://access.redhat.com/articles/3154811
2. Note that there is no setting on the errata page to choose the errata delivery method in 6.4
3. Set remote_execution_by_default in the main settings

Actual results:

Satellite still expects gofer. Clients with gofer disabled don't get errata.

Expected results:

Satellite should use remote execution
