Now we can configure virt-who's global options in /etc/virt-who.conf and create hypervisor's configuration in /etc/virt-who.d/

It seems there is no need to keep /etc/sysconfig/virt-who again. Uniform configuration management will make virt-who easier to use and understand, 

Run virt-who by CLI:
  * create a hypervisor config file in /etc/virt-who.d/xxx.conf
  * run virt-who command line with global option

Run virt-who by Service:
  * create a hypervisor config file in /etc/virt-who.d/xxx.conf
  * configure global options in /etc/virt-who.conf
  * run virt-who service
