Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Description of problem:

cannot install beaker test RPMs in FIPS mode.
Even though I use --nodigest option (or set pkg_verify_level to none) I am getting an error

OK, so this is expected as the package installation is failing due to a file-digest

rpm -qp --qf "%{filedigestalgo}\n" beaker-distribution-reservesys-3.4-10.noarch.rpm
(none)

(none) here means md5.

I can bypass that using --nofiledigest option, however there is no macro to disable this check on a system level.

In order to be able to test in FIPS we need to be able to turn this off as our test rpms are built in a way so they are compatible with older RHEL releases.

This isn't about the new package verification at all, this is the install-time per-file verification that exists in all rpm versions. 

The package in question is build with MD5 file digests by overriding the default %_binary_filedigest_algorithm macro value, and since FIPS mode disables that globally so the per-file verification has no chance of succeeding. This is not a bug in rpm, this is just ... FIPS.

Only the EOL'ed RHEL-5 and older needs those MD5 file digests, I'd suggest updating the tests to use the default (sha256) instead.
