Description of problem:
kf5-audiocd-kio (supposed to be new) and audiocd-kio
provides the same file: 
/usr/share/config.kcfg/audiocd_vorbis_encoder.kcfg

Version-Release number of selected component (if applicable):

kf5-audiocd-kio-18.12.1-1.fc30.x86_64
audiocd-kio-16.08.3-8.fc29.x86_64

How reproducible:
Always

Steps to Reproduce:
1. try to upgrade kf5-audiocd-kio with audiocd-kio installed

Actual results:
Preparing...                          ################################# [100%]
file /usr/share/config.kcfg/audiocd_vorbis_encoder.kcfg from install of kf5-audiocd-kio-18.12.1-1.fc30.x86_64 conflicts with file from package audiocd-kio-16.08.3-8.fc29.x86_64

Expected results:
Clean upgrade

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.
