Description of problem:
Subscribing Pro Plan is stuck at 'provision_queued' status.

Version-Release number of selected component (if applicable):


How reproducible:
100%

Steps to Reproduce:
1. Log in INT registration with a totally new RH account(don't have any subscription).
2. Subscribe the pro plan on online-int.
3. Check the status on the card on the account overview page.

Actual results:
The subscription is in 'provision_queued' status, and shown 'Queued for Provisioning'.

Expected results:
Can subscribe Pro plan successfully

Additional info:
Before I do the subscription, I noticed the four Pro free trial plans required approval, I removed the approval required.

This issue also reproduced on Pro Free Trial Plan and Fuse Plan, same steps to reproduce. All of them are stuck at 'provision_queued' status.
