Description of problem:
On INT registration, the kinds of resource add-ons can not be downgraded.

Version-Release number of selected component (if applicable):


How reproducible:
100%

Steps to Reproduce:
1. Log in INT registration with an account who has subscribed online-int before.
2. Upgrade the memory add-on to 4Gi.
3. Downgrade the memory add-on to 2Gi.
4. Reapeat for the other two resources, storage and terminating memory

Actual results:
3&4: Downgrading the memory,storage and terminating memory failed with the error message:
Unable to generate preview invoice. No plan changes have been made. Please try again and contact Red Hat if the problem persists. 

Expected results:
Downgrade the resource add-ons successfully.
