Description of problem:

I'm seeing regressions in behaviour when trying to set my Automatic Proxy
Configuration URL (normally file:///home/pauln/.proxy.pac).  There are two
regressions here that I'm putting in to one bug:

Version-Release number of selected component (if applicable):

firefox-1.1-0.2.7.deerpark.alpha2.1

How reproducible:

Always

Steps to Reproduce:
1. Edit->Preferences [Connection Settings]
2. Automatic Proxy Configuration Url
3. Start to type file:///
  
1. Edit->Preferences [Connection Settings]
2. Automatic Proxy Configuration Url
3. Type /home/pauln/.proxy.pac  

Actual results:

http://f
(auto inserts http:// prefix despite me typing in an URL).

file:///home/pauln
(refuses to have a url for a dot file)
Expected results:

file:///
