Description of problem:

Looking at the changelog https://tddft.org/programs/libxc/changes/ the version 4.3.1 fixes "Inclusion of xc_mgga_c_pkzb_set_params function in the public API, as this function does not exist anymore."

I've just received two failed builds, seems due to

/usr/bin/ld: /usr/lib64/libxcf90.so: undefined reference to `xc_mgga_c_pkzb_set_params'
