rubygem-highline failed to build from source in Fedora rawhide/f30

Please fix rubygem-highline at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
rubygem-highline will be orphaned. Before branching of Fedora 31,
rubygem-highline will be retired, if it still fails to build.

Updated to latest version that still had tests in the gem, 1.7.8.
tests now pass as well as build.
