The Red Hat template material expects the page content to have a tag of
#content, without it the "go to content' link on the top of all pages in text
browsers does not work (lynx) or reports the page is broken (links).

The text has changed to "Skip the links' but is still broken. The body area
output by bugzilla should start with, or have where it begins outputting the
main interesting body:

Red Hat Bugzilla is now using version 3.2 of the Bugzilla codebase and therefore this bug will need to be re-verified against the new release. With the updated code this bug may no longer be relevant or may have been fixed in the new code.
Updating bug version to 3.2.
