Hmm, this should already be fixed by https://github.com/openshift/redhat-release-coreos/pull/35 which was committed internally.
The RHCOS in https://bugzilla.redhat.com/show_bug.cgi?id=1705560 is *super* old:

It should be fixed in any RHCOS version >=20190416. Thus, beta 4 and beta 5.
