Description of problem:
debuginfo packages seem to be included in the metadata published for updates-released. I am not sure if thats a good idea, we need to contend with multilib situations anyway.

perhaps there should exist another repository focusing only on debuginfo packages ?

This is expected; there's one repository per arch, which includes debuginfo.
There's only ever one arch of debuginfo, so there aren't conflicts.
