Various packages miss an openmpi3 build in EPEL7, and scalapack may be a requirement, so could you add openmpi3 packaging for it please?

I tested a build at https://copr.fedorainfracloud.org/coprs/loveshack/livhpc/build/878564/ but I had to remove the static components, since the -devel-static packages the spec BRs don't exist as far as I can see, which is puzzling.

Also, if it's being changed, I think the scalapack-*-devel packages should depend on the blacs devel ones.
