sorry for the noise, I tested on RHEL-7;
mountpoint has support file as mount point on RHEL-8.

Yes. It works as expected.

# echo "AAA" > /mnt/test/fileA
# echo "BBB" > /mnt/test/fileB

# mount --bind /mnt/test/fileB /mnt/test/fileA
# cat /mnt/test/fileA
BBB

# mountpoint /mnt/test/fileA
/mnt/test/fileA is a mountpoint
